Plans, coordinates and supervises the overall operation, improvement, development and maintenance of an 18-hole municipal golf course and its facilities; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for directing the operation, improvement, development and maintenance activities of an 18-hole municipal golf course.(The following are examples of duties and are not necessarily descriptive of any one position in this class. Plans, organizes, assigns and reviews the work of subordinates engaged in the operation, improvement, development and maintenance of a golf course and its facilities; Establishes and enforces rules of conduct for employees, and rules and regulations governing the use of the course and other facilities; Plans, directs and coordinates work projects to insure the proper maintenance of buildings, grounds and equipment; Plans and coordinates the construction, reconstructions and/or renovation of greens and tees, beautification and improvements to golf course and facilities; Oversees the proper maintenance of golf course, buildings, equipment and surrounding grounds; Inspects turf conditions of the fairways, greens and tees; Detects turf diseases and determines proper treatment, either preventive or curative; Prepares recommendations of long-range improvement and development plans for beautification and expansion of the course and its facilities; Plans and coordinates golf tournaments and promotes interest among golfers and prospective golfers; Meets and confers with golfers and golf organizations on problems and/or complaints; Resolves complaints whenever possible; Supervises the maintenance of records and prepares financial statements and other administrative reports; Supervises the activities of the restaurant and pro shop concessions; Oversees all purchases of supplies, materials and equipment and determines proper expenditures of funds for operating expenses; Reviews budget needs and prepares operating budget; Assigns, trains, evaluates work of, and disciplines employees; Keeps abreast of modem trends in golf policies, practices and course management and maintenance; Participates in staff and advisory committee meeting; Performs other related duties as required. Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in agriculture, horticulture, turf grass management, soil management, landscape architecture, landscape management, parks management, business or public administration, communications, or a related field; and four (4) years of experience in grounds maintenance, golf course or recreational facility operations, or park management; which shall have included some experience in coordinating large-scale maintenance projects or public recreational programs such as golf tournaments, athletic field scheduling, or community events; two (2) years of which shall have been in an administrative capacity. License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3). Knowledge of: Golf course management; general policies and procedures governing golf course layout and operations; golf tournament methods and operations, technical practices and methods required to maintain greens and fairways for proper playing condition; principles and practices of supervision; budget preparation; report writing; public relations; use of standard office machines and equipment, including personal computers. Ability to: Plan, organize, assign and review the work of subordinates engaged in the operation, improvement, and maintenance of a golf course; create and maintain interest amongst golfers and prospective golfers; determine the proper use of chemicals; keep records; prepare budget estimates; give clear and concise oral and written instructions; deal tactfully and effectively with the public and employees use a personal computer.
